Regulation (EU) 2017/825 — establishment of the structural reform support programme for the period 2017 to 2020
WHAT IS THE AIM OF THE REGULATION?
It establishes an EU programme with the objective to provide support for institutional, administrative and growth-sustaining structural reforms in EU countries.
KEY POINTS
Objective
The structural reform support programme (SRSP) seeks to meet its objectives by providing support to national authorities for reforming and strengthening institutions, governance, public administration and economic and social sectors. The SRSP aims to enhance:

-competitiveness;

-productivity;
-
-sustainable growth;
-
-job creation; and
-
-investment.
This support is provided in particular in the context of the EU economic governance processes, including through the assistance for the efficient, effective and transparent use of European Structural and Investment Funds.
Scope
The support for growth-sustaining reforms can be provided at the request of EU countries in a wide range of policy areas:

-governance and public administration — supporting institutional reform and service-oriented functioning of public administration, including through:

-promoting effective rule of law and the reform of the justice system,
-
-reinforcing the fight against fraud, corruption and money laundering ;
-
-
-tax revenue and public financial management — modernising revenue and tax administration systems, fighting tax evasion, etc.;
-
-growth and business environment — enhancing the investment climate, energy and climate action policies, promoting the energy union, improving management of public assets, trade and foreign direct investment, etc.;
-
-labour market, health and social services — supporting education, training, healthcare systems, labour market policies including social dialogue, the fight against poverty, etc.; and
-
-financial sector and access to finance — actions related to the capital markets union, promoting financial literacy, financial stability, etc.
Characteristics of the SRSP

-Budget of €142.8 million over the period 2017-2020 stemming from allocations for technical assistance, at the initiative of the European Commission under the European Structural and Investment Funds and transferred to the SRSP.

-Implemented by the Commission (Structural Reform Support Service) and in line with the rules set out in the EU’s financial regulation (Regulation (EU, Euratom) No 966/2012);
-
-The Commission and the beneficiary countries, within their respective responsibilities, encourage synergies and ensure effective coordination between the SRSP and other EU funding programmes and instruments.

-The Commission monitors the implementation of the actions financed by the programme and measures progress using the indicators laid down in the SRSP regulation.

It has applied since 20 May 2017.
