Mission: The aim of the High Level Group is to gather views, advice and expertise from different stakeholders (including i.e. Member States, industries and organisations representing energy-intensive industries and related other industries and other public entities). The HLG allows the Commission to consult the main stakeholders on a regular basis in order to constantly interact and receive feedback on the development and implementation of the EU policy relevant to energy-intensive industries.
Task: other (1. To advise and assist the Commission in the preparation of policy initiatives relating to or affecting energy-intensive industries by identifying challenges and strategic priorities of these industries, in particular the twin green and digital transitions and the need for greater resilience; 2. To provide input to the Industrial Forum on matters of relevance to the energy-intensive industries; 3. To support the development and operation of industrial alliances of relevance to the energy-intensive industries.)

Selection procedure: The Group will be composed of actors from key energy-intensive sectors crucial for European economy. In addition, other relevant stakeholders from civil society - trade unions and NGO - will be invited to participate. It is proposed also to include representatives from the Member States. This is in line with the October 2014 Council Conclusions where, in the first recital, the Council explicitly requested the Commission to have a regular dialogue with stakeholders. The work of EII group will focus on and contribute to at least 3 out of 10 Junkers’ priorities: - A new boost for jobs, growth and investment - A resilient Energy Union with a forward-looking climate change policy - A deeper and fairer internal market with a strengthened industrial base The members to be appointed will be (1) Member States authorities, (2) industry representatives, CEO level; (3) civil society representatives, as well as (4) other institutions. The proposed list includes 15 MSs, 10 industry, 8 civil society and 2 financial institutions members. We applied a two-fold approach to defining energy intensive industries, taking into consideration (a) electricity and (b) gas intensity of individual industrial sectors above the average electricity intensity of the entire industry. Based on the combination of these two factors, the following five sectors can be considered as core energy intensive industries: • Manufacturing of pulp and paper, • Manufacturing of chemicals and refining, • Manufacture of non-metallic mineral products, • Iron and steel, • Non-ferrous metals. The importance of these five major energy intensive manufacturing industries within the economy can be assessed through their relative share in annual Gross Domestic Product (GDP) or gross value-added of the manufacturing industry. The combined share of the five industries is 4% of EU-27 GDP and 23% of the gross value-added of the manufacturing industry. These sectors were consulted for verifying the particular relevance of the organisation (authority and expertise). Potential representatives of these key actors at Chief Executive Officer or equivalent level have been identified by DG GROW (taking into account the expertise of the suggested candidates, i.e. their knowledge and experience, authority to represent their organisation, capacity to thoroughly assess the technologies and ability to formulate advices to the Commission); however, it will be up to the organisation to appoint an individual to represent their organisation. The selection of Member States was done based on combination of objective criteria - share of production (by combined sectors in value) in EU GDP weighted by the importance of combined sectors in national economies. During last meeting of HLG in June 2014 the Members of HLG on steel were in favour of organising a group by widening its scope to energy-intensive industries (EII). They also were in favour of extending its scope not only to the implementation of Steel Action Plan but rather to broaden the discussion to policy issues.
Selection procedure: Following adoption of the Commission Decision C(2020)7929 on 18.11.2020, the members of the expert group are: - the Member States authorities (type D members). It is for the authority of each Member State to decide on who will represent them. - Other public entities (type E members), appointed by direct invitation. - Organisations (type C members) will be appointed by the Director General of DG GROW after selection by the Call for Applications n°276 (deadline 08/01/2021).
Rules of procedure: Following adoption of the Commission Decision C(2020)7929 on 18.11.2020, on a proposal by and in agreement with DG GROW the renewed group will officially adopt its rules of procedure on its first meeting on the basis of the standard rules of procedure for expert groups - see draft.
