Mission: RISE shall give direct strategic advice and support to the European Commissioner for research, science and innovation on aspects related to the formulation and implementation of policies under his remit. It shall notably address how EU research, innovation, and science policies should be formulated and implemented to improve the framework conditions for Open Innovation, Open Science and R&I Open to the World. RISE shall also provide insight on how research and innovation can best contribute to economic growth that is smart, sustainable, and socially inclusive for the EU and associated countries within a globalized world. RISE members are expected to think proactively and "outside of the box."

Task: Provides expertise to the Commission when preparing implementing measures, i.e. before the Commission submits these draft measures to a comitology committee

Activity Report RISE is structured in four high-level advisory working groups to provide strategic advice on the following key policy priorities: - Open Innovation - Open Science - Open to the World - Economics of Open Knowledge Markets Each advisory working group will meet with the Commissioner on his request; each individual member will also stay at the disposal of the Commissioner and his cabinet for ad hoc consultation. Each advisory working group will have the possibility to organise ad hoc meetings or thematic workshops in Brussels, or elsewhere in Europe if justified, on their own or on the Commission’s initiative. All four advisory working groups will meet together in a RISE plenary meeting in Brussels, or in another location in Europe if justified, at least once a year. The RISE steering committee will meet twice a year in Brussels (autumn and spring). The RISE coordinator, the advisory group leaders and members of RISE are all expected to attend these meetings. The RISE coordinator is expected to attend 11 meetings in total, the advisory group leaders are expected to attend 5 meetings each and the members of RISE are expected to attend 4 meetings each.Upon each meeting a summary or minutes shall be drafted and made publically available in compliance with transparency rules applicable to Commission's expert groups. The RISE secretariat shall ensure the elaboration of summaries or minutes, in collaboration with the RISE coordinator and the RISE steering committee.Selection Procedure (members) The Director General of DG Research and Innovation have selected Members from a list continually updated through an open-ended call for applications, considering their skills, experience and knowledge appropriate to carry out the tasks as well as discipline, geography, and gender: − International recognition for the depth, reliability, and originality of their thinking in R&I including non-technological innovation; − Demonstrated practical experience in designing, managing, and implementing R&I policies in public or private capacities; and − Confirmed advisory capacity on a European or international level; as well as − Disciplinary balance within the Group; − Geographical balance within the Group; and − Gender balance within the Group, with two-fifths as the target proportion for the underrepresented sex. Applicants deemed suitable for membership but not appointed may be placed on a reserve list that the Commission may use for replacements. The Commission shall appoint Members in a personal capacity on the basis of annual contracts. Members shall advise the Commission independently of any external influence. Members shall inform the Commission and the Bureau in good time of any conflict of interest that might undermine their objectivity.

Internal Rules of Procedure Terms of Reference The Commission shall appoint an independent RISE coordinator who will ensure consistency and synergies of the RISE experts Advisory Body. Each advisory working group will elect its own group leader, in charge of harmonizing the work of the group according to its specific mandate and in compliance with transparency rules. The advisory working groups can each provide independent advice, suggesting plural responses to the same or different policy questions. They can also, if relevant, organise targeted RISE workshops. The RISE coordinator and the advisory working group leaders together form the RISE steering committee, which will ensure the overall coordination and inter-relations among the working groups. RISE will be supported by a secretariat of the Commission services, facilitating meetings, taking minutes1, publishing policy briefs and papers, launching background studies (reports), and liaising with relevant policy initiatives of the Commission.
