Mission: The objective of expert group is to provide advice, which will support the work of the European Commission in preparing the implementation of the Horizon Europe programme. The scope of work for this expert group will be centred on the process of Strategic Planning for Horizon Europe, which will result in the first Strategic Plan under Horizon Europe. It is expected that the Strategic Plan will be adopted as an implementing act, which will contain the following elements, as described in Article 4a, paragraph 3 of the draft Horizon Europe Specific Programme[1]: a) “Key strategic orientations for R&I support, including a description of expected impacts, cross-cluster issues and intervention areas covered. b) Identification of European Partnerships according to Article 8(1)(a and b) of the [FP Regulation]. c) Identification of Missions according to Article 5 of the Specific Programme and Article 7 and Annex Va of the Regulation establishing Horizon Europe. d) Areas for international cooperation, actions to be aligned with Research & Innovation of other nations and regions of the world at major scale, or actions to be carried out in cooperation with organisations in third countries. e) Specific issues, such as the balance between research and innovation; the integration of Social Sciences and Humanities; the role of Key Enabling Technologies and strategic value chains; gender equality, including the integration of gender dimension in the R&I content; adherence to the highest ethics and integrity standards; priorities for dissemination and exploitation.” The role of the expert group would thus be to provide advice and expertise to the Commission and its departments in relation to the preparation of legislative proposals and policy initiatives, as well as coordination and cooperation with Member States and stakeholder in that regard as set out in Article 3 of Commission Decision C(2016)3301 on Commission expert groups.
